This is used to markup content that is associated with a scriptural value and is a counterpart to the heading for the document and or its sections. But as a counterpart it is not necessarily subordinate or superior to the associated title. For example this markup would contain a scriptural reference and in conjunction with the associated title it would represent the content for that document and or section. A lot of our instructional content have scriptures and thematic titles associated with the document and sections, this markup would allow for these items to be semantically separated.
