Recommendations for new bishops and stake presidency counselors should now be submitted electronically. This online submission process replaces the paper forms.
You can access the recommendation screens using Leader and Clerk Resources at lcr.churchofjesuschrist.org, or you can go directly to the Boundary and Leadership Proposals web page at bl.churchofjesuschrist.org. A stake presidency counselor, clerk, or executive secretary can start the recommendation form, but only the stake president will be able to submit it. Review by stake presidency counselors is no longer required.
If a stake president starts a proposal, the permissions are automatically set so that only he can see it. This enables him to keep the recommendation confidential. If a stake presidency counselor, clerk, or executive secretary starts a proposal, permissions are set so that all users can view it. Users can see and edit the permissions setting after a proposal is started by clicking the Set Permissions link in the top right corner.
In the United States and Canada, recommendations are submitted directly to the Office of the First Presidency. Decisions usually take about two weeks to process and will be communicated via email. In other countries, recommendations are submitted to the Area Presidency for endorsement prior to being sent to the First Presidency. This process takes three to four weeks. Decisions will be communicated by the Area Presidency.
